Pakistan’s HEC Launches Blockchain Degree Attestation System to End Manual Verification
The Higher Education Commission (HEC) of Pakistan has announced a major technological upgrade to its degree verification process by introducing a Blockchain-Based Degree Attestation System. This new framework aims to eliminate manual verification, reduce processing delays, and remove the need for physical visits to HEC offices—marking a significant milestone in Pakistan’s shift toward digital governance.
According to officials, the procurement phase for the system has been completed, and the platform is expected to become fully operational within the next six months. Once launched, students, graduates, and employers will experience a faster, more secure, and fully paperless verification process.
HEC Prioritizes Digital Transformation
Acting HEC Chairman Nadeem Mahbub has instructed relevant teams to expedite the project, emphasizing its importance for transparency and efficiency. During a recent briefing, he was informed that the new system would completely remove the need for students to submit physical degree copies or travel to HEC offices for attestation.
The biggest advancement comes from the use of blockchain technology, which ensures that once a degree is verified and uploaded, it becomes tamper-proof. No one can alter or manipulate the digital record, providing universities, employers, and government institutions with an authentic and permanent verification trail.
Simplified Attestation for ERP-Enabled Universities
The system will particularly benefit universities that already operate through Enterprise Resource Planning (ERP) systems. Currently, 25 universities in Pakistan have implemented full ERP integration. For students graduating from these institutions, the attestation process will be almost automatic. Their academic records will be directly synced with HEC’s blockchain database upon graduation, making their verified degrees instantly accessible through the HEC portal—without uploading any documents.
Online Verification for Non-ERP Universities
For universities without ERP systems, the process will still be fully digital but slightly different. Students will upload scanned copies of their degrees and transcripts to the HEC portal. These documents will then be forwarded to their respective universities for verification. Once confirmed, the records will be added to the blockchain, creating a permanent digital asset for future reference.
A Paperless, Faster, and Fraud-Proof System
The transition to blockchain will eliminate physical paperwork, manual stamps, and the long-standing issue of document mishandling. It will also drastically reduce cases of fake degrees, altered transcripts, and forged seals, as each document will carry a secure digital signature.
Government departments, private companies, embassies, and the Foreign Office will be able to verify degrees instantly through the online system. Students living abroad will also benefit, as they will no longer need to send physical documents or rely on representatives to visit HEC offices.
A Major Leap Toward Digital Governance
HEC’s Blockchain-Based Degree Attestation System marks an important step toward modernizing Pakistan’s educational infrastructure. By ensuring transparency, speeding up processing times, and strengthening trust in academic credentials, this initiative aligns Pakistan with global standards of digital verification and secure academic record-keeping.
